Abstract

Trade Expo Indonesia (TEI) is Indonesia's flagship international trade promotion event aimed at expanding export markets through international trade exhibitions. To date, the success of TEI has primarily been measured by the potential transaction value generated during the exhibition, while realized post-event transactions have not been systematically documented. As a result, the effectiveness of trade promotion programs cannot be comprehensively evaluated, limiting evidence-based policymaking. This study aims to analyze the root causes of weaknesses in monitoring realized transactions from TEI and formulate policy recommendations to strengthen the monitoring system. This study employed a qualitative descriptive approach using document analysis of laws and regulations, Trade Expo Indonesia reports from 2020–2025, Ministry of Trade documents, and Indonesian trade statistics. The analysis utilized Problem Tree Analysis to identify causal relationships among policy issues and the Urgency, Seriousness, Growth (USG) framework to prioritize the problems requiring immediate policy intervention.The findings reveal that the main issue is the suboptimal monitoring system for realized transactions, which is associated with inadequate regulations, the underutilized role of Indonesian Trade Representatives abroad, and the absence of an integrated monitoring information system. The study recommends revising Minister of Trade Regulation Number 13 of 2021 concerning Indonesian Trade Representatives Abroad, designating Indonesian Trade Representatives as the focal point for transaction monitoring, and developing an integrated Digital Trade Promotion Monitoring System (DTPMS). These policy measures are expected to improve the effectiveness of transaction monitoring, strengthen accountability in trade promotion programs, and support evidence-based trade policymaking.
