Abstract

The construction of a Centralized Domestic Wastewater Management System (SPALD-T) in Semarang City has the potential to cause temporary disruptions to community economic activities, especially business actors around construction sites. This study aims to analyze the level of disruption to the development of SPALD-T, identify the economic impact experienced by business actors, and explain the implementation of protection policies for affected communities. The research uses a mixed-methods approach with a sequential explanatory design, which combines quantitative and qualitative analysis. Quantitative data were obtained through questionnaires of 76 business actors, while qualitative data were obtained through interviews with 8 informants consisting of 4 consultants, 2 contractors, and 2 civil servants. The results showed that the level of development disruption was in the medium category with an average value of 3.14, while the economic impact was in the low category with an average value of 2.14. Correlation analysis showed a positive and significant relationship between the level of development disruption and economic impact, with values of r = 0.557 and p < 0.001, while the value of R² = 0.311 showed that 31.1% of the variation in economic impact could be explained by the level of development disruption. The qualitative results show that protection has been supported by communication, resources, disposition, bureaucratic structure, and complaint management mechanisms, although there is still a gap in understanding among some informants.
