Legal education for Indonesian youth faces a fundamental challenge, namely the gap between understanding legal rules and developing the capacity to participate meaningfully in democratic life. This study aims to reconsider the orientation of legal education for Indonesian youth by shifting the focus from informative legal literacy toward the development of critical, deliberative, and responsible civic engagement. This study employs a qualitative approach through conceptual research using thematic analysis of scholarly literature and relevant documents on legal education, legal literacy, civic education, and public participation. The findings reveal that legal education primarily focused on normative knowledge and legal compliance is insufficient to develop youth civic capacity. Therefore, legal education needs to be reoriented by integrating legal literacy, procedural literacy, deliberative experiences, and participatory practices. This study argues that meaningful civic engagement is not generated merely through legal knowledge but through a continuous process of developing capacities to understand, utilize, and participate in legal and democratic systems. The findings provide implications for developing a more transformative and citizenship empowerment-oriented model of legal education.
