Abstract

Indonesia and Timor-Leste are both countries located in Southeast Asia and have incorporated the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) into their domestic legal systems. However, there are significant differences in their achievements regarding women's representation quotas, with Timor-Leste having surpassed the minimum threshold of 30%, while Indonesia has yet to attain this target. This study employs a normative-empirical approach to examine the challenges faced by both countries in promoting women's representation in parliament and the strategies adopted to increase women's political participation. Data were collected through the analysis of legal documents, government regulations, election policies, and relevant literature, complemented by empirical findings from previous studies. By comparing these two countries, whose historical and political developments are closely intertwined, this article identifies similarities and differences in the cultural, legal, institutional, and structural factors shaping women's parliamentary representation. The findings indicate that Timor-Leste has achieved greater success through stronger political party commitments, electoral mechanisms, and supportive legal frameworks, whereas Indonesia continues to face obstacles related to patriarchal culture, inconsistent political party recruitment, and weak implementation of affirmative action policies. Strengthening electoral regulations, enhancing political party commitment, and empowering women candidates are essential strategies for improving women's parliamentary representation and achieving gender equality in political institutions.
