Pengaruh Kepemimpinan Transformasional terhadap Perilaku Kerja Inovatif dengan Keadilan Organisasional sebagai Variabel Moderasi Pada ASN

Innovative work behavior is a key determinant of organizational effectiveness in the public sector, particularly in responding to environmental changes and improving the quality of public services. This study aims to examine the effect of transformational leadership on innovative work behavior, with distributive justice, procedural justice, interpersonal justice, and informational justice as moderating variables. The study employed a quantitative approach using a cross sectional research design. Data were collected through a structured questionnaire from 82 Civil Servant at the Regional Secretariat of West Pasaman Regency. The data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) with SmartPLS software. The findings reveal that transformational leadership has a positive and significant effect on innovative work behavior. Furthermore, procedural justice and interpersonal justice significantly strengthen the relationship between transformational leadership and innovative work behavior, whereas distributive justice and informational justice do not significantly moderate the relationship. These findings indicate that transformational leadership is more effective in fostering innovative work behavior when supported by fair organizational procedures and respectful interpersonal treatment. This study contributes to the development of Social Exchange Theory by providing empirical evidence on the moderating role of organizational justice in explaining the relationship between transformational leadership and innovative work behavior among Civil Servant in the public sector.
