Abstract

Alcohol related crime remains a persistent challenge for public security because conventional policing strategies primarily focus on responding to criminal incidents rather than addressing criminogenic conditions that continuously reproduce crime. Existing studies have largely examined alcohol regulation, policing strategies, or crime prevention separately, leaving limited understanding of how legal, institutional, and social factors interact to shape policing effectiveness. This study aims to evaluate policing effectiveness in controlling alcohol related crime in Jayapura City and to develop a policing model oriented toward criminogenic factor control. A socio legal approach was employed through qualitative analysis of regulatory frameworks, institutional practices, field observations, and in depth interviews to examine interactions between law in books and law in action. Findings show effectiveness depends less on enforcement intensity and more on integration of regulatory coherence, institutional capacity, discretion, and community participation. Hybrid policing improves responses but fails to reduce structural criminogenic mechanisms. The study identifies a criminogenic ecosystem shaped by regulatory tensions, informal alcohol distribution, social demand, weak deterrence, and institutional limits sustaining recurring crime. It proposes a Problem Oriented Community Policing Model for criminogenic control integrating harmonization, risk based policing, community engagement, and collaborative governance. This model advances socio legal policing theory and offers practical guidance for preventive, adaptive, and sustainable policies in complex risk contexts. These findings contribute empirically clarifying causal linkages between governance structures and crime reproduction, highlighting importance of coordination, policy consistency, and long term prevention strategies.
