The urgency of this research lies in the urgent need to optimize the tourism potential of Sinjai Regency through the implementation of adaptive and sustainable smart tourism. The purpose of this research is to develop an Adaptive Governance strategy to optimize smart tourism, increase destination competitiveness, and support economic growth in Sinjai Regency. The research method used is a qualitative approach with a comparative study. Data collection was carried out through interviews, documentation, observation, and Focus Group Discussions (FGD). Data analysis was carried out using NVivo 12 Plus with coding techniques, data visualization, and source triangulation to ensure the validity and reliability of the research findings. This study found that the Sinjai Regency Government's efforts in developing Smart tourism have included the construction of physical infrastructure, provision of digital networks, technology-based promotions, environmental education, community empowerment, and the establishment of coordination forums, but still face obstacles such as limited digital infrastructure, weak destination branding, low community participation, and suboptimal coordination between actors; therefore, adaptive policies and an Adaptive Governance approach are needed to make Smart tourism management more responsive, participatory, and sustainable.
