Human Costs dalam Pembangunan Pariwisata Super Premium di Labuan Bajo

The development of super premium tourism in Labuan Bajo is one of the Indonesian government's strategic policies aimed at enhancing national tourism competitiveness, attracting investment, and promoting local economic growth. Nevertheless, behind these achievements, various issues have emerged, including social inequality, agrarian conflicts, the marginalization of local communities, and threats to the sustainability of local culture. This study aims to analyze the development of super premium tourism in Labuan Bajo through Peter L. Berger's political ethics of development perspective. The study employs a descriptive qualitative method using a literature review approach based on books, scientific journals, research findings, and other relevant documents. The analysis applies Berger's concepts of calculus of pain, calculus of meaning, and demythologization as ethical frameworks for evaluating development policies. The findings indicate that the development of super premium tourism in Labuan Bajo has not fully reflected the principles of equitable development, as it continues to generate various human costs, including material suffering, unequal access to development benefits, and the erosion of local cultural values. Therefore, tourism development should not be assessed solely by economic growth but also by social justice, community participation, and cultural preservation. This study contributes conceptually by introducing Peter L. Berger's political ethics of development as a critical framework for evaluating tourism development policies in Indonesia.
