Abstract

Bureaucracy plays a crucial role in the management of public administration and government services in Indonesia. However, various bureaucratic reform initiatives implemented by the government still face significant obstacles, particularly those related to bureaucratic mindset, organizational culture, and the work ethic of civil servants. This research aims to examine the challenges faced in changing bureaucratic mindsets and evaluate their impact on the implementation of bureaucratic reforms in Indonesia. The method used in this research is a literature review, examining various books, scientific articles, and previous studies related to bureaucracy, public administration, public services, and bureaucratic reform. The findings of this study indicate that the bureaucratic mindset in Indonesia is still influenced by a hierarchical, formal, structured culture that prioritizes power. This situation negatively impacts the quality of public services, innovation within the bureaucracy, policy effectiveness, and the level of public trust in government institutions. In addition, the resistance to change, lack of transformational leadership, and low adaptability to digitalization are the main obstacles in the efforts to reform the bureaucracy. This research concludes that bureaucratic reform requires not only changes in the structure and administrative system but also a transformation in organizational culture, leadership style, and mindset of the apparatus to create a professional, adaptable, transparent bureaucracy that focuses on public service.
